当地时间1月26日，美国总统拜登发表年内首场经济演讲。谈及科研投入时，他又搬出中国说事，称美国如今的科研投入远不如几十年前，而中国等国正迎头赶上。

他还提到，美国在科研投入上的比重已经从世界第一掉到世界第九。而中国的排名已从第八升至第二。

We used to rank number one in the world in research and development.  We have the best universities, the best minds in the world.  We stopped investing in ourselves.  Guess what?  We now rank nine in the world, from number one. 

China, a decade ago, was number eight in the world.  Now it’s number two in the world.  And countries are closing in on us fast.

With CHIPS and Science Act, we finally convinced our friends to let them know to that it’ll allow us to reclaim our leadership in the world.
