据《纽约时报》报道,纽约市本次开放的两个注射点位于曼哈顿东哈莱姆和华盛顿高地附近,已于30日开始运营。注射点有工作人员提供干净的针头,还配有纳洛酮等用于紧急治疗的药品和工具。使用者可自带毒品前往。
Trained staff at two sites — in the neighborhoods of East Harlem and Washington Heights — provided clean needles, administered naloxone to reverse overdoses and provided users with options for addiction treatment. Users brought their own drugs to the sites.
据纽约市政府介绍,注射点的官方名称是“药物过量预防中心(OPC)”,是吸毒者接受医疗护理治疗和社会服务的安全场所,被证明可防止用药过量死亡,已被世界其他国家使用。
据悉,在2020年,纽约市有超过2000人死于药物过量,这是自2000年有报告以来的最高数字。
“Overdose Prevention Centers are a safe and effective way to address the opioid crisis. I’m proud to show cities in this country that after decades of failure, a smarter approach is possible.”
About 40 people had come in to use as of 2 p.m. at the East Harlem location on the first official day of operation, while 32 people had used drugs under supervision at the Washington Heights site, Ms. See said.
Staff had reversed two overdoses, she said.
Opponents, however, see the sites as moral failures that essentially sanction people harming themselves and create hubs of drug use. Further, federal law bans operating a place for taking illegal drugs, and the government successfully sued in recent years to block a supervised consumption space in Philadelphia.
